Rules for the 2010 Newington Wrap Up

17th Annual NEWINGTON WRAP-UP TOURNAMENT RULES

• All games will be played using FIFA rules as adopted by the Connecticut Junior Soccer Association except for any changes stated in
these tournament rules.

• Substitutions are unlimited with the Referee's permission according to CJSA and USYSA rules.

• Games will consist of two 25 minute running halves. Half-time will be two minutes. No added time for injuries.

• Scoring of tournament points for games played will be three points for a win and one point for a tie. Canceled games will be considered a tie.

• If a tie should exist in the standings the following tie-breakers will be used in this order:

1. The winner of the game between the teams tied in tournament points. (Head-to-head does not apply if three or more teams
are tied and one of the tied teams has not defeated all other tied teams.)

2. Most wins.

3. The least goals scored against a team in round robin play. (maximum 3 per game)

4. The most goals scored by a team in round robin play. (maximum 3 per game)

5. Most games where opponent does not score a goal. (shut-outs)

6. Penalty kicks between the tied teams. Only 11players (8 players for Ull) from each team picked by the teams' coaches may participate in this step. FIFA rules apply and will be conducted by at least two certified referees.

Teams should be at the playing field 30 minutes prior to the scheduled kickoff of your game to be checked in by a field marshall. Five (5) minute grace period will be allowed from the scheduled kickoff time for a team to field six (6) players for a U-9, U-10 & U11 teams and nine (9) players for U-12 - U-15. The game will be declared a forfeit and a 1-0 win for the team that was present will be recorded. If neither team fields the minimum number of players by the scheduled kickoff, it will be declared a double forfeit and no tournament points will be awarded to either team.

Any player who receives a red card will not be allowed to play in the teams' next scheduled game. If any person associated with the team, (coach, asst, coach, manager) is sent from the field of play, they also will not be allowed to participate in the teams' next scheduled game. Anyone receiving

two yellow cards in in the tournament will not be allowed to participate in their teams' next scheduled game. Anyone receiving two red cards during the tournament will be banned from further tournament play.

Games halted due to bad weather, at the discretion of the Tournament Staff, will be official if more than 15 minutes of play has elapsed. Otherwise the game will be recorded as a 0-0 tie. In cases of severe weather conditions before the game, referees and/or tournament director may reduce the length of game by 50% or cancel a game. If games are not rescheduled, a 1- 1 tie will be recorded.

Team rosters are limited to (U-9-U-10 =18 players U-11-U-l5 = 20 players), which may include up to three (3) guest players may not compete or be listed on more that one team roster. Once the Tournament has started, no changes in the roster will be permitted. Only players listed on a team roster will be permitted to play on that team. If an ineligible player is used' that team shall automatically forfeit all games in which the player is
used and the team is subject to disqualification from the Tournament. Any team not ready to play at the scheduled time or which forfeits a game shall not be eligible for any awards.

Any Region 1 team that is accepted into a tournament in Region 1 (other than in New Jersey) does not need Permission to Travel papers. There is a downloadable "E-Form" provided by some state associations that is appropriate "permission form".

All teams will bring alternate jerseys or pinnies of a different color than their primary jersey. At the discretion of the referee the home team will change. Goalkeepers will wear a jersey that is different in color from the rest of the team.

The team listed first on the schedule is the home team and will have the ball at the start of the game. The home team shall start the game defending the goal to the right. The home team will supply a game ball the away team should have a game ball in waiting. U-13 and older will use a size 5 ball all other age brackets will use a size 4.

Should any problem or issue arise which is not addressed by these tournament rules, the Tournament Committee will resolve the problem or issue which will be binding. There will be NO protests. All decisions of the referees, tournament director(s) and/or committee are final and not subject
to revision.

Participation awards will be handed out to each player in the U-9 & U-lO divisions. Ist Place & 2nd Place trophies will be awarded to each other division.

Teams of all age groups are encouraged to exchange patches after the completion of each game.
